Firstly, you can easily spend that much money on your wedding, if you include the honeymoon in that budget, you can spend that much really easily. I did and that didn't include the honeymoon. And while I'm laying it out, I'll also warn you that in the last month before the wedding - when you think all the spending and paying out is done - there will be a bunch of seemingly small things that will come up and blow out your budget (like realising you need another car for the bridesmaids, discovering your venue wasn't doing your table centrepieces and you'll have to supply them, that sort of thing). Don't panic.
Regarding your honeymoon - since you already live in a warm climate and probably don't spend your days dreaming of tropical beaches like I do, I don't have much in the way of suggestions. Hubby and I don't tend to lie around all day on holidays anyway - we like to get out and see the sights in the morning, then laze around in the hotel by the pool/beach/sofa in the afternoon, and go out for dinner at night. This is pretty much the pattern of all our travel, regardless of destination. It's a very relaxing way to do things, and means you are never wiped out from trying to see (for example) ALL of the Louvre (impossible), then the Eiffel Tower and Notre Dame in one day. It also means that if we decide to return somewhere, there's still plenty to do when we get there.
